McDonald's often has special sandwiches available for a limited time (consider the McRib). These promotions theoretically serve up more customers for the fast food giant, though considering their vast, fat, customer base, this hardly seems possible.

If they wanted to bring in new customers in droves, they should have a truly special "special." They should bring in the Whopper. It would be worth whatever laws they would have to break.

"A Whopper? At McDonalds? This I gotta see." The unsaid part of that sentence is "because I'm an idiot!"
